He cheated George and Fred Weasley this way and they spent most of the 1994-5 school year trying to figure out how to get him to pay up.
Ludo was accused of being a Death Eater because he gave information to Augustus Rookwood, an old friend of Ludo's father. He claimed in his trial that he didn't know that Rookwood was a spy for Voldemort. He was acquitted.

Madam Modesty Rabnott of Kent took to the field in protest at the abuse of the small, defenseless bird, and caught the Snidget with a Summoning Charm; she was fined 10 galleons. This event started the practice of catching a live Golden Snidget bird as part of the game of Quidditch. (QA)

He even asked Harry to sign one, but Harry refused. Colin has been known to follow Harry around or to say "All right, Harry?" every time he sees him, just to hear Harry respond.
